財政部房地合一座談，凝聚5大共識。財政部長張盛和昨（24）日表示，這場次整合財稅學者意見，統整出5項共識，確定房地合一課稅方向；自住、農地、長期持有要給予優惠、沒有日出條款（意即新制上路後會追溯）；無法舉出交易成本證明時由財政部訂制度估算，以及交易時土增稅隔年申報所得稅時採稅額扣抵制，不採費用扣除。
長期持有成本 個人舉證
財政部昨日召開不動產房地合一座談會，邀請財政學者出席提出稅改建議。張盛和說，雖然大家有各自意見，但會後已凝聚出5點共識方向。
張盛和指出，首先對房地合一的改革方向，學者有絕對共識、100％正面看待；而目前規畫土增稅照繳，後續認定成費用或扣抵稅額的提議，會中也普遍認為，扣抵稅額對減少雙重課稅與減輕民眾稅負的效果比較好。
至於出售長期持有房屋，如何推算成本？張盛和表示，學者大致贊成民眾自行提成本舉證，對於無法舉證的民眾，財政部會訂出獲利標準要求申報「例如台北市就對豪宅交易，訂出房屋評定現值48％的獲利標準」。
不訂日出條款 無緩衝期
此外，外界認為新法要有緩衝期，或上路後買的不動產才依新制課稅。張盛和說，學者傾向不訂日出條款。張盛和也認為「如果新法上路後買入的不動產才課，大概都課不到稅，也不符合社會期待」。
對自用、長期持有，或農地農舍房地出售，張盛和指出，大家有共識應該給租稅優惠，但要給到什麼程度，是否完全免稅，這部分各有說法沒有定論。
另外會中對採合併、分離課稅也意見不同。張盛和說，兩種方式各有優劣，合併的好處是可以量能課稅更公平；分離課稅在建立制度上比較簡明「但接下來怎麼訂單一稅率就傷腦筋，而且比較不公平」。
做半套？房改團體質疑
對於年底能否提出草案，張盛和語帶保留的說，過去沒有提過這樣房地合一的稅改案，財政部還需要審慎研究，將跟行政院溝通，以年底提出草案作為目標。
財政部啟動「房地合一稅改」列車，遭房改團體質疑只做半套，在臉書成立「731房地產稅改全民讚出來」活動，邀集全民於7月底前一起按讚，匯集人氣數目後將提交行政院與財政部，要求實施「房地稅制全面改革」。房仲公會也要求在合一稅改實施前，先公開討論廢除土增稅。

財政部昨（24）日舉行首場房地合一課稅座談會，財政部長張盛和會後表示，經與學者討論，獲得五大共識，包括一、房地合一課稅；二、土增稅維持不變；三、長期持有享有優惠；四、成本認定採財政部頒布標準；五、不訂日出條款。財政部預訂年底前提出所得稅法修正案，報請行政院審議。
張盛和表示，我國房屋、土地在財產稅制、消費稅制及所得稅制都是分開課稅，其中所得稅影響尤其大，問題出在土地及房屋是合併交易，實際售價很少是分開的，且成本也很少分開，然現階段稅制卻硬把房、地分開，因此部分營業人把所得灌在土地上，規避所得稅。
為建置不動產房地合一課稅制度，財政部長張盛和昨天親自主持座談會，邀請財稅學者朱澤民、何志欽、孫克難、黃耀輝等10名學者與會，針對自用住宅及農地長期持有優惠，如何防杜流弊，土增稅又要如何予以扣減，以及奢侈稅存廢等議題，進行討論。
張盛和表示，不動產交易採房地合一課徵所得稅，是既定的政策方向，會中學者也一致表達支持，也就是將房屋、土地合併起來計算移轉或出售價格，再減去買進成本及相關費用後，按房地合併出售的實際獲利來課稅。
至於不動產資本利得是採分離課稅，或是併入綜合所得稅裡課徵？張盛和說兩者各有優劣，學者意見也分歧，但併入綜所稅合併課徵，符合量能課稅精神，分離課稅雖然在稅制設計上簡單明快，但高所得者將可適用較低稅率，租稅公平性顯得較弱。
其次，自用住宅、農地課稅將予以長期持有優惠，也成為各界共識，但優惠程度上意見不一。張盛和強調，會中絕大多數學者並不贊成全部免稅，以免成為租稅漏洞；對於無法提出成本者，則贊成由財政部頒訂標準公式計算所得。
另外，多數學者也支持土增稅維持不動，但為了避免重覆課稅，希望財政部予以放寬，將土增稅納入稅額扣抵，以符合縮小打擊面的社會期待，財政部初步同意。
針對外界希望訂定日出條款，即在修法時另訂實施日期，在此日期之後買進的不動產，日後出售才須課所得稅，但張盛和表示，會中有學者明確反對給予緩衝期，而站在稽徵實務考量，稅制不宜有新舊法之分，因此暫不考慮。
