據媒體報導，我國研議中的大陸人士來台投資移民草案，傳出初擬已經完成的消息。報導內容指出，內政部、陸委會與經濟部在跨部會協商會議時，對於開放大陸投資移民意見一致；但大陸人民若藉由投資移民，投資金額起碼要2億元以上，遠高於現行外國人投資金額為1500萬元的門檻。
依聯合報報導，我國主管機關內政部著手研擬的草案，如今已有初步結果，可能會在「台灣地區與大陸地區人民關係條例」下另立「商務居留許可辦法」，為大陸人士投資移民開了一個新的途徑。惟經濟部仍未承認，甚至澄清我國尚未決定開放大陸投資移民。
事實上，國內地產界有不少業者一直呼籲政府開放大陸人士來台投資移民；一旦大陸人湧進台灣，就會在台置產買房，房地產首先受惠。無獨有偶地，鄉林董座賴正縊今年曾經透露，政府機關正在研議「投資移民法」，預計在一至兩年內完成。若聯合報報導為真，那麼從草案到立法，花一到兩年時間亦不為過。
住展企研室指出，目前大陸人士來台買房受限重重，除了要經過數個機關審核，還必須遵守「房屋貸款上裉5成、4個月的居住期限、3年內不可轉賣房產」的三大限制。因此，坊間屢傳出大陸人士若要來台買房置產，多透過第三地再轉進台灣，買房限制相對容易。
目前此部分法規尚在研擬階段，實際相關報導可關注台灣樂居地產網網站資訊。雖然大陸人士買房還是受台灣政府重重關卡限制，台灣樂居地產網還是克服種種困難為客戶完成40件以上申請案件(截至2015/3前)，申請中案件10幾件，為大陸同胞爭取最大利益。
住展企研室認為，縱然開放大陸人士投資移民有助於我國經濟發展，然而其負面衝擊也將是難以逃避的問題，其中就是「炒房」的疑慮恐再升高。以現在都會區的房價而言，年青人與一般受薪階級幾無立錐之地，若再放寬大陸人士來台買房，無殼族的剝削感與憂慮感將不斷升高，若造成社會問題與對立，國家勢必付出更大代價。
