陸客自由行試點城市再開放！交通部觀光局昨（18）日宣布，陸客來台自由行試點城市將再開放桂林、蘭州等11個城市，預計4月15日實施，自由行人數上限仍維持每日4千人，可望為觀光產業挹注動能。
不過，交通部觀光局雖然增加自由行城市，但未同步增加名額，引起航空業者反彈。航空業者表示，這些城市能來的自由行旅客估計很少，想來的多數是團客，今年團客少了旺季每日3千人彈性增額，已造成實質減額，航空與餐飲旅館業受害很大，台北市航空公會已決定前往行政院陳情。
此次新增11個陸客來台自由行城市，包括海口、呼和浩特、蘭州、銀川、常州、舟山、惠州、威海、龍岩、桂林、徐州。到目前為止，陸客自由行開放城市累計已達47個城市。
旅行商業同業公會表示，陸客來台自由行試點城市增加，符合台灣旅行業界期待，有助於帶動觀光產值提升，今年陸客自由行來台人次也可望再創新高。但旅遊業者也說，隨著試點城市增加，未來經濟能力較高的陸客，皆有機會來台觀光旅行，希望官方能提高每日來台人次限額，對市場將是一大利多。
上周曾組團拜訪交通部長陳建宇的台北市航空公會，也要求增加團客配額與恢復旺季彈性增額，對陳建宇喊出國安考量，業者認為是無限上綱的說法，因為台灣開放自開放陸客來台觀光並未出現太大問題，即使去年陸客總人數逼近4百萬，也比香港的3千萬低很多，絕對還有增加的空間。
此外，目前兩岸航線占華航、長榮營運比重近2成，復興航空近3成，遠東航空近6成，而對陸籍如南方航空來說，占比僅約千分之4，中國國際航空與東方航空也都在1％以下，因此陸客限縮對我航空公司殺傷力大很多。
航空業者認為，陸客限縮不是交通部的決定，準備轉向行政院長毛治國陳情，爭取酌量增額。
觀光局統計，100年6月起開放陸客自由行至今年2月底，來台人數超過219萬9，000人次，去年更超過118萬6，000人次，平均每日達3，251人次，成長幅度較前年度高達近127％；今年1至2月來台自由行人數，平均每日達4，554人次。
對業者建議，觀光局強調，陸客自由行每日平均配額，目前仍維持4千人，未來是否調整，將再評估考量。
